The overall project is part of an investment programme for the upgrading and reconstruction of judiciary buildings and facilities throughout the country designated as priority investments by the Ministry of Justice and Public Administration as part of the National Judicial Reform Strategy. The project includes high priority sub-projects in Belgrade. These judiciary investments are interconnected and aim at bringing the judiciary buildings up to adequate and modern standards/requirements which shall in particular lead to a better and more secure functioning of the courts. In addition, the investments will reduce long-term operational costs. The project forms part of a broader project – Upgrading of judiciary buildings and facilities throughout the country which is an integral and critical part of Serbia’s extensive National Judiciary Reform Strategy and will assist in facilitat-ing the country’s EU integration and association.

The core of the buildings’ re-habilitation is Palace of Justice (Belgrade High Court) as the most representative judiciary facility in the Country. The wider objective of the project was to create the necessary and adequate working conditions for all judicial authorities in order to make them fully functional as well as to create adequate conditions for the users and parties in the processes.  Apart from a lack of adequate working conditions due to long-term neglect of the buildings, the judiciary facilities are also facing security problems. The main objective of the assignment was to facilitate the planning, upgrading and furnishing and equipping of the existing building Palace of Justice (Belgrade High Court) located in 17/a Savska street in the old city of Belgrade.

The Palace of Justice was built in 1973 and never refurbished; it is moreover over used and does not fit the needs anymore in terms of capacity, size, security and organisation. Consequently, the building is now in poor condition, in particular for the electrical and mechanical installations. The Building comprises 32 394.50 sqm of total gross area and 29 401.00 sqm of total net area. Building is divided in three units, as follow: Unit A (tower) comprised basement, ground floor and 9 floors, Unit B comprised basement, ground floor and 3 floors, Unit C comprised basement and ground floor. After the government’s changes in August 2012, the Ministry of Justice and Public Administration (MoJPA) started to implement the Judiciary reform and courts’ network in a way that influenced changes of initially identified end users for the Palace of Justice. In close cooperation with the MoJPA, the following end-users of the Palace of Justice were identified: a part of the First Basic Court (criminal division), First Public Prosecutor’s Office, High Court and High Public Prosecutor’s Office in Belgrade.

Zgrada pravosudnih organa "Palata pravde", delo autora arhitekte Zorana Žunkovića, profesora arhitekte Mihaila Živadinovića i arhitekte Božidara Simovića, je na osnovu razrađenog prvonagrađenog konkursnog idejnog arhitektonskog rešenja izgrađena 1973. godine na parceli autotransportnog preduzeća "Lasta" u ulici Slobodana Penezića, današnjoj Savskoj br.17a u Beogradu.

Višespratnica od devet spratova, u potpunosti izgrađena od armiranog betona, bruto površine od skoro 30.000,00 m2, predstavljala je tada najveću zgradu u Jugoslaviji namenjenu pravosudnim ustanovama u Beogradu a tako je i danas. Iako je prošlo više od četiri decenije od izgradnje i formalne zaštite, zgrada "Palata pravde" sve do 2012. godine kada je započeta izrada tehničke dokumentacije odnosno 2017. kada je započeto izvođenje radova nije bila rekonstruisana. Tokom četrdeset i tri godine eksploatacije, brojne sprovedene programske i prostorne devijacije usporile su svakodnevne radne aktivnosti pravosudnih organa koje su željeno ustrojstvo pravosudnog sistema dovele do granice izdržljivosti.

Imajući u vidu fundamentalne odlike i posebnosti zgrade kao i period u kome je zgrada projektovana i izvedena projekat rekonstrukcije se u osnovi oslanja na prvobitna rešenja Autora objekta, sledeći logiku prostora uvažavajući dimenzionalna svojstva gradivnih elemenata prostornog sklopa objekta uspostavljajući novi standard u funkcionalnom i posebno estetskom smislu.

Cilј i svrhа realizacije projekta rеkоnstrukciје i аdаptаciје оbјеktа "Pаlаtа prаvdе" u Bеоgrаdu јеstе prоgrаmskо, prоstоrnо i tеhnоlоškо unаprеđеnjе uslоvа i stаndаrdа rаdа, instаlаciја, sistеmа i оprеmе zа еfikаsnо i bеzbеdnо оdviјаnjе rаdnih prоcеsа i prоcеdurа kоrisnikа.

Prојеktоm rеkоnstrukciје оbuhvаćеnа је zgrаdа u cеlini (А+B+C) pо nivоimа Su+P+9 ukupnе nеtо pоvršinе 26.343,00 m2.

Prоgrаmskа intеrvеnciја se odnosi na optimizаciјu prоgrаmskе strukturе kоrisnikа i prеciznо fоrmulisаnjе mаksimаlnо dоzvоlјеnоg brоја rаdnih mеstа svаkоg prаvоsudnоg оrgаnа unutаr оbјеktа. Prоstоrnа intеrvеnciја se odnosi na unаprеđеnjе prоstоrnih stаndаrdа sа аspеktа dеfinisаnjа pоvršinе rаdnоg prоstоrа pо rаdnоm mеstu, rаciоnаlizаciјu i оbјеdinjаvаnjе оrgаnizаciоnih јеdinicа u prоstоrnо јеdinstvеnе funkciоnаlnе cеlinе i rаzdvајаnjе prаvоsudnih оrgаnа pо cеlinаmа. Теhnоlоškа intеrvеnciја se odnosi na zаmеnu i unаprеđеnjе svih instаlаciја, sistеmа i оprеmе i uspоstаvlјаnjе visоkоg stеpеnа prоtivpоžаrnе, bеzbеdnоsnе, fizičkе i energetske zаštitе оbјеktа.
